Revalue Collateral

Appends a valuation row - nothing is updated in place, so the previous value stays readable as history and reads start returning the new one as currentValue/valuedAt. Only an ACTIVE pledge is revaluable. Provenance is set server-side. Requires REVALUE_COLLATERAL_PLEDGE.
