Withdraw Collateral Pledge

Ops correction: marks an ACTIVE pledge WITHDRAWN when it should never have been made (wrong loan, wrong asset, typo'd identity), freeing the asset to be re-pledged. Distinct from dispose, which records a liquidation. Nothing is deleted. Requires WITHDRAW_COLLATERAL_PLEDGE.
